Job Description

About the Role

Southern Rural Water is currently seeking a driven and dynamic individual to join our team as the Team Leader Operations and Compliance (TLOC). In this role, you will lead the Groundwater and Rivers Operations Compliance Teams across the West region, ensuring our regulatory obligations are met while driving a culture of excellence, accountability, and collaboration.

As the TLOC, you will lead and support a geographically dispersed team of Water Management Officers across the West. You will provide clear direction, guidance, and mentoring to ensure the team consistently meets operational goals and feel supported, connected, and set up for success. Success in this role requires the ability to support a field based workforce and maintain strong team connection across distance.

The West region covers:

South Australian border to the Moorabool basin and Werribee River, taking in major centres including Werribee, Geelong, Colac, Ballarat and Warrnambool

Working closely with Investigators, Water Management Officers and the Manager, Groundwater and Rivers Operation Compliance, you will oversee compliance and enforcement activities, ensuring consistent, fair, and best practice regulatory approaches. While experience in compliance and enforcement within a regulatory environment is important, we are equally looking for a leader who brings structure, consistency, and sound judgement, while remaining adaptable and confident in responding to evolving priorities and operational challenges.

This is a hands on leadership role where at times you may step into the field to support inspections, training, and compliance activities while helping your team build capability and confidence.

As the Team Leader Operations and Compliance, some of your responsibilities will include:

  • Leading and managing a geographically dispersed team, setting priorities, allocating resources, and monitoring performance to achieve outcomes.
  • Interpret and apply relevant sections of the Water Act 1989 to meet SRW compliance objectives.
  • Delivering high level customer service to internal and external stakeholders, addressing complex compliance issues, and providing guidance to promote adherence to water legislation and policies.
  • Conducting regular meetings with direct reports, offering constructive feedback, coaching, and direction to ensure efficient and effective performance.

About you

The successful candidate for this position will be able to demonstrate some of the desired experience and abilities below:

  • Proven leadership experience, with the ability to build trust, capability, and a positive team culture with a geographically dispersed team.
  • Relevant qualifications, such as a Cert IV in Government Investigations (or willingness to obtain).
  • Experience and understanding of government, legislative, regulatory, and licensing frameworks.
  • Demonstrated ability to establish and implement effective processes to uplift compliance and achieve robust outcomes.
  • Ability to identify complex problems or issues, mitigate risks, and negotiate effective resolution or outcome.
